Minimum Qualifications:
  • Post-secondary education in business, finance, or a related field, or a combination of education and experience.
  • Minimum four years of work experience in property taxation within a municipal setting.
  • Experience in a supervisory role.
  • Completion of the Municipal Tax Administration Program or in the process of obtaining certification.
  • Municipal Finance and Accounting Administration Certificate or in the process of obtaining certification.
  • Comprehensive knowledge of Canadian and Ontario tax regulations, the Municipal Act and the Assessment Act.
  • Proficiency with financial systems and Microsoft Office applications including Word and Excel.
  • Demonstrated leadership, team, and interpersonal skills.
  • Proven coordination and organizational skills with strong attention to detail and ability to prioritize.
  • Demonstrated strategic-thinking and resourcefulness.
  • Demonstrated tact and diplomacy skills and the ability to handle confidential matters with discretion.
  • Excellent communication skills, both written and verbal.
  • Demonstrated safe working practices.
  • Ability to travel between County offices and facilities as required.
  • Acceptable police records check.
Assets:
  • Professional accounting designation (CA, CGA, CMA).
  • Working knowledge of Great Plains, FMW, Active Point of Sale, and Canoe (GIS).  
  • Certified Municipal Revenue Professional (CMRP) designation from OMTRA
Duties:
  • Provide direction and supervision to tax staff.
  • Manage and oversee accounts receivable, taxation, and financial transactions of municipal drains, and donations
  • Assist with the development and analysis of the taxation budget.
  • Oversee auditing and year-end reconciliation of revenue accounts, assets accounts, and expenditures.
  • Responsible for supervising the tax operation to ensure the timely collection and accurate reporting of all tax monies due.
  • Assist with the tax sale public process, including advertisements, tender document packages, and provision of information to interested parties.
  • Conduct reconciliation analysis of bank records to general ledger accounts and identify discrepancies.
  • Conduct analysis of all HST submission records to general ledger accounts to complete remittance and rebate application.
  • Approve financial journal entries, tax adjustments and tax voids
  • Provide high-quality customer service by assisting taxpayers with inquiries on tax billing, assessments, appeals and incentive programs.
  • Responsible for the implementation and maintenance of the financial system and sub-systems.
  • Assist in the development and review of tax policies & procedures.
  • Investigate and follow up promptly on questions and complaints from the public.
  • Perform other duties as assigned.
Salary Range: $85,176 - $99,645 (Grade 7)                                                           35 hours per week
